LNG as a pillar of European security: a free or a regulated market for direct uses?

Rome, 4 June 2015 – In a week, Rome will host the 3rd ConferenzaGNL and the 1st FieraGNL, the main events of the liquid methane supply chain in Southern Europe and in the Mediterranean area. Among the most important topics, the conference will discuss the European regulatory and energy policy. Indeed, on the 25th of February the Commission has launched its new “Energy Union” strategy”, identifying as the first pillar of the Juncker’s energy policy the security of supply, with specific reference to natural gas. The spread of LNG for all uses is highlighted as the preferable solution to guarantee an adequate level of energy independence in Europe.During the implementation of the new strategy, the European Commissioner for Climate and Energy, the Spanish Miguel Arias Canete, has been developing a new Directive on LNG, following the 94/2014 for the realisation of land and maritime infrastructures for the distribution of liquid methane. At the moment, this Directive is being transposed by member states, and it will be soon discussed in Italy by the Productive Activities and Environmental Committees of the Camera dei Deputati, while the Senato has already included it among its most urgent issues. This new strategy will be discussed at the 3rd ConferenzaGNL by Samuele Furfari, advisor to the Director-General for Energy at the European Commission and professor of energy geopolitics at the Free University of Brussels (ULB). The debate will entail the most recent technological advancements , the expansion of the global LNG market and of the direct uses in maritime, land, rail and aerospace transport. While the Juncker Commission is studying this new LNG strategy, the ACER, the European Agency for the Cooperation of Energy Regulators, has published a report on the “Regulatory implications of the new gas supply chain developments”, with an in-depth analysis of small scale LNG.The ACER document plans a role of “virtual gas pipeline” for some of the infrastructures needed by the direct use of LNG in transports, such as in coastal or inland storage deposits. These will be regulated under the Third Party Access (TPO) rule, guaranteeing free access to producers, importers and sellers, in order to avoid monopolies. Alberto Potoshnig, president of ACER, will illustrate this analysis and the possible future regulatory developments of the LNG supply chain on the afternoon of Friday the 12th of June. This with specific reference to the perspective of an infrastructural policy linked to the security of supply.

GNL “pilastro” della sicurezza europea: mercato libero o regolato per gli usi diretti?

Roma 3 giugno 2015 - Tra una settimana a Roma si apriranno i lavori della 3rd ConferenzaGNL e della Prima FieraGNL, le principali manifestazioni della filiera del metano liquido nell’area del Sud Europa e del Mediterraneo; tra i principali temi all’ordine del giorno la politica energetica e regolatoria europea. Lo scorso 25 febbraio la Commissione ha varato la nuova strategia “Energy Union”: pilastro n. 1 della politica energetica di Junker è la sicurezza degli approvvigionamenti, in particolare di gas naturale. La diffusione del GNL in tutti gli usi è indicata come la soluzione preferibile per garantire un adeguato livello di indipendenza energetica del Continente.In attuazione della nuova strategia il Commissario europeo all’energia e al Clima, lo spagnolo Miguel Arias Canete, sta predisponendo una nuova Direttiva sul GNL che fa seguito alla 94/2014 per la realizzazione di infrastrutture terrestri e marittime per la distribuzione del metano liquido. Questa direttiva è in fase di recepimento dei Paesi europei, e in Italia sarà presto discussa dalle Commissioni Attività Produttive e Ambiente della Camera dei Deputati, dopo che il Senato l’ha inclusa nell’elenco delle direttive urgenti. Ad illustrare la nuova strategia, che intercetta i più recenti sviluppi tecnologici, l’espansione del mercato mondiale del GNL e degli usi diretti nei trasporti marittimi, terrestri, ferroviari e aerospaziali, sarà Samuele Furfari, consigliere del Direttore generale energia della Commissione, oltre che professore di Geopolitica energetica all’Università Libera di Bruxelles (ULB). Mentre la Commissione Junker studiava la nuova strategia sul GNL, l’ACER, l’Agenzia europea per il coordinamento delle Autorità di regolazione dell’energia, ha pubblicato un Rapporto sulle “Implicazioni regolatorie dei nuovi sviluppi della filiera del gas”, con importanti approfondimenti sullo small GNL. Per alcune delle infrastrutture necessarie per l’utilizzo diretto del GNL nei trasporti, come i depositi costieri o interni, nel documento dell’Acer si ipotizza un ruolo di “gasdotto virtuale”, assoggettabile ai consolidati principi europei di libertà di accesso da parte di produttori, importatori e venditori (TPO, Third Party Access) per evitare monopoli. Ad illustrare l’analisi ed i possibili sviluppi regolatori della nuova filiera del GNL, soprattutto nella prospettiva di una politica infrastrutturale mirata alla sicurezza degli approvvigionamenti, sarà lo stesso presidente dell’Acer, Alberto Potoschnig nel pomeriggio di venerdì 12 giugno.
