New 2018 contributions for innovative investments of italian road transport companies

On 6 July 2018 the Italian Ministry of Infrastructures and Transport (MIT) published on its website, pending its publication in the Official Gazette - two measures on contributions to investments made in 2018 by road haulage companies, which concern, among other things, acquisitions of new vehicles, used for the transport of goods, fuelled by LNG as well as methane, hybrid (diesel + electric) and electric only.

The measures  will make available to transport companies an annual amount total of 33.6 million Euros that can be requested from the date of their publication in the Official Gazette for purchases made before April 15, 2019, the final deadline for submitting applications for contributions.

The measures are the Ministerial Decree of 20 April 2018, n. 221, which determines the eligible assets, the amounts of contributions and the eligible costs and the Executive Decree July 5, 2018, containing instructions for the completion and submission of the applications.

For the year 2018 the assets that will be facilitated are the following:

3. a) acquisition, also by means of a finance lease, of new factory vehicles, used to transport goods with a total mass at full load equal to or greater than 3.5 tons. with alternative CNG methane traction, LNG liquefied natural gas, hybrid (diesel + electric) and electric (Full Electric), as well as for the acquisition of devices suitable for the conversion of motor vehicles for goods transport with thermal engines in electric vehicles : resources allocated: 6 million euros.

The amount of contributions foreseen for the different types of investments consist of:

- € 4,000 for new factory vehicles used for the carriage of goods of a total mass with a full load equal to or greater than 3.5 tons. and up to 7 ton., with alternative drive: CNG methane, LNG liquefied natural gas, hybrid (diesel + electric)

- € 10,000 for new factory vehicles, used to transport goods with a total mass at full load equal to or greater than 3.5 tons. and up to 7 tons, electrically powered;

- € 20,000 for new factory vehicles, used for the transport of goods with a total mass of more than 7 tons, with electric traction;

- € 8,000 for new heavy industrial vehicles, used to transport goods with a total mass equal to or greater than 7 tons and up to 16 tons, hybrid (diesel / electric) and CNG CNG.

- € 20,000 for new factory heavy industrial vehicles, used for the transport of goods with a total mass of 16 tons or more. alternatively powered by liquefied natural gas LNG or hybrid (diesel / electric);

- 40% with a ceiling of 1,000 euros for the acquisition of devices suitable for operating the conversion of motor-driven thermal motor vehicles for goods transport of a total mass of 3.5 tons.

- € 5,000 for new factory heavy industrial vehicles of the Euro VI category, with a total mass from 11.5 to 16 tons. with simultaneous radiation for the scrapping of vehicles with a total mass equal to or greater than 11.5 tons.

- € 10,000 for new heavy industrial vehicles of the Euro VI category, with a total mass of 16 tons or more. with simultaneous radiation for the scrapping of vehicles with a total mass equal to or greater than 11.5 tons.

- Up to 5,000 euros for the purchase of trailers, semi-trailers or equipment for specific motor vehicles exceeding 7 tonnes set up for transport to be carried out in accordance with the national and international transport agreements for perishable foodstuffs (ATP).

Additional resources will instead be allocated for :

- radiation for the scrapping of vehicles with a total mass at full load equal to or greater than 11.5 tons, with simultaneous acquisition, also by means of financial leasing, of new heavy industrial vehicles of the factory, used for the transport of goods with a total mass equal to or greater than 11.5 ton, of ecological category Euro VI: resources allocated 9 million euros;

- acquisitions, also by way of financial leasing, of new trailers and semi-trailers, for combined rail transport complying with UIC 596-5 and for combined maritime transport equipped with ship hooks complying with IMO regulations, equipped with innovative devices, as well as for the acquisition of trailers and S / R or equipment for specific motor vehicles exceeding 7 tons set up for ATP transport resources: resources allocated € 14 million;

- purchases, including by leasing, of groups of 8 swap bodies and a trailer or semi-trailer box: resources allocated: € 1 million.

Applications can be submitted starting from the date that will be promptly announced by MIT, on the appropriate page of its site, exclusively by electronic means, by accessing the site https://www.ilportaledellautomobilista.it which is not yet operational due to causes of information technology and of which it is not yet possible to know the certain times necessary for the attainment of its effective operation.

The contributions foreseen in the budget will be payable up to the amount of resources available for each grouping of investment types. The distribution of allocations within the aforementioned areas of intervention however may be reshaped by decree of the Director of the Directorate General for road transport and intermodality, in some cases.
